Heard on the street
An older mostly normal looking woman not quite shouting, but speaking loudly in an east coast accent.
Upon seeing a girl walking 2 dogs who did not have paper:
"Dogs have a paper. Dogs have a paper."
(Sounded like "Dogs hava paypa")
Moments later while crossing the street:
"Mentally retarded on the paper. Mentally retarded on the paper."
(Sounded like "Mentally retawded ontha paypa")
